Let's dispense with song and dance
Last week, Austin schools Superintendent Meria Carstarphen gave a rosy outlook for the district as it begins planning for the next school year. The district, she said, is in good enough financial shape that it could lift the district's declaration of financial emergency, give pay raises and assure employees that their jobs are secure.
Entering center stage at the McCallum High School arts center, Carstarphen donned a yellow raincoat and galoshes and carried an umbrella as she joined students in a production of "Singing in the Rain." At one point, she shed the raincoat and umbrella to signal that the rain has stopped and the dark clouds are gone. Not exactly.
The district faces a $36 million deficit going into the 2012-13 school year. Though there is a healthy fund balance of about $176 million, it would be unwise to do as Carstarphen suggests — raid the fund to finance pay raises. The fund balance probably will be needed to help close the $36 million deficit. A healthy fund balance also will be needed to offset future legislative budget cuts.
